In accordance with
P.A. 63 of 2011, the City of Sault Ste. Marie has prepared
a Performance Dashboard and a Citizens’ Guide to Local
Finances to provide indicators of the City’s financial and
economic well-being.
Please note that the
information shown in these reports is a look at various
data at a particular point in time. The receipt of
grants, accounting changes and capital projects can impact
the comparison of data from year to year. To better
understand what the data means, the City annually has
posted budgets and financial audits on the City’s website
as well. These reports can be found on this website on
the
Reports Page

Accounting changes
need to be noted when reviewing this data. For
example, an accounting change that impacts this
analysis is with property taxes. The City of Sault
Ste. Marie accounted for the Police Fire Pension
property tax millage in a separate fund through 2009.
In 2010, to improve accountability, the collection of
the Police Fire Pension property taxes were recorded in
the General Fund with the collected taxes being
transferred to the Police Fire Fund. While
the Citizens’ Guide reflects an increase in tax
collections in the General Fund of $1,073,597,
$878,895 of this amount reflects an accounting change
and is not an increase of taxes collected by the City
from the previous year.
In addition, major construction projects such as the Combined
Sewer Overflow (CSO) control project will show
increases in expenditures and debt, while the reverse
is true in years with limited construction. This is
also true with major equipment purchases such as a
fire truck. While the City allocates funds for the
purchase of fire trucks over a number of years, the
financial statements show the entire expenditures for
the purchase of that equipment in the year of the
actual purchase |

While the majority of the financial information will
be found in the Citizens’ Guide, the Performance
Dashboard includes additional financial information as
well as interesting statistics on Economic Strength,
Public Safety and Quality of Life in Sault Ste. Marie.
The Citizens’
Guide is presented in various formats below. The
interactive report can be viewed in Microsoft Excel.
For those without Excel, OpenOffice, a similar (and
free) program, can be downloaded through
OpenOffice.org. The document is also
provided in pdf format. Acrobat Reader (also free) is
needed to view this document and can be downloaded at
Adobe.com.
Printed copies of the report may be
viewed at the office of the City Clerk (225 E Portage
Avenue) as well as at the Bayliss Public Library (541
Library Drive), both in Sault Ste. Marie, Michigan. |
